SCOBDA BY-LAWS

I.  NAME:  This organization shall be known as the South Central Oklahoma Band Directors Association or SCOBDA.

II.  PURPOSE:   The primary purpose of the association will be the operation and management of the yearly seventh grade, junior and senior high honor bands, and honor jazz bands for the students in the participating schools.

III. OFFICERS:  The association officers will be elected in January for the following school term by majority vote of member schools present, with each director from each school getting one vote in all ballots.  They will serve from July 1 to June 30.

The PRESIDENT will be responsible for calling and conducting all meetings of the association.  He will appoint committees as needed and set additional meeting dates.

The PRESIDENT-ELECT will be responsible to the above as informed by the PRESIDENT.

The EXECUTIVE SERETARY/TREASURER, once elected will hold office until he resigns the position or is removed from office by a simple majority vote of members present.  He will take minutes of all meetings of the association.  He will be responsible for all monies collected and for paying bills of the association.  He will be responsible for conducting auditions and tabulations, which shall be carried out in an overt manner.

IV. MEMBERSHIP: SCOBDA may include schools from Comanche, Stephens, Carter, Garvin, Love, Jefferson, Cotton, Murray, Bryan and Marshall Counties.The charter member schools include Cache, Dickson, Elmore City, Fox, Geronimo, Healdton, Lone Grove, Maysville, Marietta, Plainview, Ringling, Temple, Velma-Alma, Walters, Waurika, Wilson, and Wynnewood. Non-charter schools wishing to become members of SCOBDA must be within the above stated counties and be class 4A or smaller by current OSSAA classification.  Non-member schools wishing to become members must petition in January of the preceding year to participate in the upcoming school term.  They must be accepted by a majority vote of member schools.

Non-charter schools include Pernell beginning 1991-92, Empire beginning 1995-96, Davis beginning 2000-01, Stratford beginning 2007-08, Madill and Calera beginning 2010-11 and Springer beginning in 2015-16.

V.    EVERY EVENT SPONSORED BY SCOBDA MUST BE SANCTIONED BY THE OSSAA.  THIS MUST BE DONE BY THE HOSTING DIRECTOR EVERY YEAR. 

JHTrombones2013VI.   EVENTS:   The seventh grade honor band will consist of students from the seventh grade.  The junior high honor band will consist of students from the eighth and ninth grades.  The high school honor band will consist of students from the tenth, eleventh, and twelfth grades.  Auditions for the bands will be in November on a date and location determined the preceding January.  The deadline for the entries will be November 1, and the fees or authorized school purchase order must be included with the entries.  No auditions will be accepted on tapes.  A student may audition on more than one instrument, but he/she must pay for each audition.  The honor band’s clinic will be in January.  The clinicians will also have been selected the preceding January.

The elementary honor bands will consist of a band of first year students and a band of second year students.  Entry will be by director’s nomination, and selection will be determined by the association’s President.  The deadline for entries will be four weeks before the clinic.  The elementary honor band’s clinic will be in April on a date and at a location determined the preceding January.  The clinicians will also have been selected the preceding January.

The honor jazz bands will consist of students nominated by their directors.  The deadline for entries will be two weeks before the clinic.  The honor jazz band’s clinic will be in April on a date and at a location determined the preceding January.

VII. FEES:   7th, Jr., Sr. Honor Band Audition Fee ------------------ $10.00   

7th, Jr., Sr. Honor Band Clinic Fee -------- Eliminated  2016

Elementary Honor Bands Clinic Fee -------------------- $10.00

Honor Jazz Bands Audition Fee -------------------------- $10.00

All Fees MUST be paid by the first day of each clinic.

Beginning with the 2002-03 school year, a $30 school participation fee will be required of each participating member school.

Clinicians for the 7th, Jr., & Sr. honor bands will be paid $250 plus mileage (42 cents per mile) plus room and board.

Clinicians for the elementary honor bands will be paid $200 plus mileage (42 cents per mile) plus room and board.

VIII. The director or designated sponsor must be present for all auditions and each day of the clinics, or the students from that school will not be allowed to participate.

IX.  Amendments to the by-laws may be proposed by any member school and must be approved by a two-thirds majority of the member schools present

 

AMENDMENTS

I.   Should a vacancy occur in the office of president, the president-elect will assume the office and appoint a director of a member school as president-elect until the next called meeting of SCOBDA, at which time a president-elect will be selected in the usual manner.

Should a vacancy occur in the office of president-elect, the president will appoint a director of a member school as president-elect until the next called meeting of SCOBDA, at which time a president-elect will be selected in the usual manner.

Should a vacancy occur in the office of secretary/treasurer, the president-elect will act as such until the next called meeting of SCOBDA, at which time a secretary/treasurer will be selected in the usual manner.

Should a vacancy occur in the offices of president, president-elect, and secretary/treasurer simultaneously, the most recent past president will act as president, and who will then appoint directors of member schools as president-elect and secretary/treasurer until the next called meeting of SCOBDA, at which time a president, president-elect, and secretary/treasurer will be selected in the usual manner.

II.  All debts incurred by an authorized school purchase order for the preceding year’s activities must be cleared before a school may participate in any further activities.

III.  All students must follow OSSAA policy concerning home-taught studies and participation in sanctioned events.
